I'm doing a paper in fund raising and I need to know of a good website that can give me enough information on how much of one dollar really goes into the cause

Of the larger world charities the Salvation Army works on !0% of it's income on overhead costs. I don't know of any organization that works on such a low margin. You will be quite shocked when you find the usual good guys are too fat at the top. I used to donate Christmas gifts to a project called "Angel Tree." When the mall executives wanted her out because her display was well to put it bluntly "Low class tacky.' She said if she had the money for better she'd just buy another gift with it. Not daunted I told her "Please don't go, and I told the mall management I'll take care of it in one New York minute and you guys will be paying for it dearly which mere money won't take care of this faux pas." A local real estate owner reevaluated their connection to the mall and provided funds that they earmarked for it to "Project Angel Tree." The crops were saved. The mall wore egg on it's face a learned how to dine on crow. Charity begins at home though and in my community there are organizations that run on a shoe string. If a fax machine is needed I don't want to hear about the funding for it, I just go and get someone to donate one. There is an organization that provides school uniforms for families that can't afford them, I 've convinced them to include school supplies and recalled my grandparents gave me a gift of a dozen pencils that were engraved with my name in gold leaf that a poorer kid stripped off in an attempt to hide his theft. They include backpacks now, and I'm going to add shoes now, if they haven't already. They work on nothing but donations and It was truly hard to get them off the money thing. Sometimes fund raising gets in the way of your actual purpose in the first place.

Does anyone know where to apply for the school supplies backpack for low income kids in Rockford Illinois?

In my area it would be the Salvation Army or to a church group. Even if those aren't the correct places in your area, they should be able to point you in the right direction.
