Absolutely, at my school they are very trendy and lots of girls have them. Since they have cute patterns, nice handles, and are washable, they are great as book bags or purses.
Windsor navy is nice, very few of her patterns are ugly.

Need to buy bag for a 13 year old girl to use for school. A friend's daughter. Not well up on these things - so can you tell me what is the Best Coolest & Trendiest to have? Guess some sense of practicality might be good too for laptop and books!

If you are looking for trendy, cute bags for girls around that age, you can check out: Hollister, Aeropostale, American Eagle, Claire's, or Vera Bradley.
Those are a few that I know of and depending on which specific bag you want it could get a bit pricey but as a heads up, some of the time you can't find the bags online and you have to look in store.
