You really don't need anything fancy for it. Get a plain one in their favourite colour or one with her favourite television show on it. Not quite sure why how much other people spend on it or where they buy it matters. Besides there are tons of other stores than the ones you mentioned certainly most people are buying them elsewhere. It's going to have juice spilled on it and wet paint and everything else children can get into, spending a lot of money on it isn't necessary or wise.

Do you just purchase supplies like folders/notebooks/pencils etc. or do you also buy new clothes and shoes? New backpacks or lunch boxes?
Growing up my mom used back to school as the chance to buy a years worth of everything. I however don't think my soon to be first grader needs allll that much.

we buy the folders, pencils, etc. even if we technically could scrounge them from previous years ... there's just something inspiring about a new folder or pencil that an old one just can't match. the old ones obviously don't get thrown out but get used for home projects, instead.
clothes, i buy only when needed, but since all the kids are still growing, the kids typically need new fall clothes anyway, and we typically get them right before school starts even though they'll still be wearing their summer clothes for a while longer. shoes, i only buy when they're actually outgrown or destroyed. i would replace lunch boxes at the beginning of the school year if the kids actually ask me to (on the grounds that the design on the kindergarten lunch box might be mortifying in fifth grade), but usually they don't. otherwise i only replace them when they fall apart. i bought high-quality LL Bean backpacks for my kids when they started kindergarten and my incoming ninth grader is still happily using hers.
