I'm looking for a women's backpack that can fit a full-face helmet and be used for moderate hiking. It has to have a waist strap.
I live in the desert so waterproof isn't a necessity just a plus. Please feel free to post links for me to view too.
No leather links please.

By women's backpack I'm referring to the straps- guys packs tend to cut directly across the chest.

Try a army surplus NATO pattern. Big enough main pocket to hold helmet and side pockets can hold small stuff. I use at times a Korean made backpack without a frame that straps to back of back rest and cost about $15.00, kind of small but usable as pack, did have a water proof top flap, carried rainsuit and some other stuff. Larger German surplus used on Suzuki could be taken off and used as backpack with belly strap on bottom frame cross piece when going to rallies- Sportmans Guide has various specials. For womens pack - sew on a pink ribbon with your name.** Girl pack, got it- you don't want the H pattern straps with chest strap or high belly bind the pectorals. The NATO pack has a inverted V strap arrangement with a lower waist strap. This means no stacking head high like load bearing harness but sound like what you need. Jansports has a 'Day Pack with zippers that also may work for you- same inverted V straps instead of H pattern 'Book Bag' with the chest strap.

Is it hard to find a harness that will fit a dachshund right?

None of the harnesses at the pet store would fit my dachshund mix good. They rode up in the back. The only brand they had was Puppia.
Are there any brands that will fit him correctly that are reasonably priced?

There are lovely harnesses, and very well fitting ones for dachshunds. You can find them online, do a search.
Should buckle around the neck and under the chest, and have a hook on the back for the leash, spares pulling on the neck.
Our rescue has a member who makes them to order for dachshunds, we send out each adopted dog with one too. They close with velcro at the neck and under the chest, then they buckle both places too, only harness I ever used that a dachsie can't get out of.
She makes them like all sorts of little dresses, with peticoats and lace for the girls, everything from cheerleader outfits to camoflauge with pockets and backpacks for the boys.
They adorable, but, more importantly, they fit well and are secure.
