12 Year Old Girl- ODD (Oppositional Defiance Disorder)?

My step daughter is 12 now and for the last year and a half has been a total nightmare. She now has FOURTEEN write ups at school and is being transferred to alternative school. Here are her behaviors:
*Argues with adults
*IGNORES her chores & homework even when told to do them
*Purposely likes to irritate people- Including her 3 toddler brothers
*Steals- She has recently stolen library books & destroyed the covers so she could keep them. She told us a friend let her borrow them, then we found the covers torn up in her room. School says the books were not checked out, so they were just put into her backpack and TAKEN.
*Makes excuses as to WHY she doesn't listen or take her responsibilities
*Gets distracted when on a manditory task
*Takes her time and whines while doing tasks
*Doesn't care if she gets to see her friends or not

She has these behaviors AND the following:
*Can focus 100% when watching tv, reading her books, or doing activities she WANTS to do
*Understands her actions & consequences
*Gets GREAT grades on the rare occasion she turns in her work
*Reading teacher knows she's smart and wishes she could ask her to help with other students

Her behaviors get her grounded a lot, and now her friends don't talk to her or bother to ask if she can play. A lot of her friends have complained about items being missing after seeing her. And she recently went around school with a sonogram picture she stole from my room and told all of her friends she was pregnant. I don't know what all of this sums up to, but I know her talk therapy isn't helping, and neither are discipline or rewards.
We have also been informed by the principal that she has been "bullying" other students

Common actions for a child that is going through puberty. She also might feel like a third wheel in her own family and feels awkward, resulting in bad behaviour, seeing that she is a stepdaughter and not a real daughter. I'm sure she wants the feeling of being a real sister not just being known as half-sister, since she is a whole human being. She would most likely love more than anything to feel like she is a daughter to a mother and father, so why not introduce to people by saying; "this is my lovely daughter who does well in school and has talents, strengths and enjoys arts and crafts with her brothers".

I would concentrate on her strengths and talents rather than her faults. She didn't ask to be in this situation she is in and so she could be acting out because she doesn't feel as if she has the power to have an opinion in the situation, and that opinion is only for adults only. Realty she does have an opinion and should try and learn to explain herself without anyone getting annoyed at her. Have a talk with her about how she feels about family. There might be answers in her words.
